Board of Supervisors Meeting Recap for October 22, 2024

The Kern County Board of Supervisors met today as scheduled for Tuesday’s October 22, 2024, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Jeff Flores (District 3), Chairman David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance. Meeting Highlights: 

  • Item No. 2 AM session:
  • The Board voted to proclaim November 12, 2024, as Creutzfeldt-Jacob Disease Awareness Day in Kern County.
  • Item No. 3 AM session:
  • The Board voted to proclaim November and December 2023 as Kern County Cares Canned Food Drive months in Kern County.
  • Item No. 27 AM session:
  • The Board approved the selection of their California State Association of Counties (CSAC) Board of Directors Members for 2025.
  • Item No. 28 AM session:
  • The Board approved a resolution establishing the regular meeting dates for the Board of Supervisors for 2025.
  • Item No. 32 AM session:
  • The Board approved the formation, structure, and duties of a Standing Legislative Program Committee.

  • Item No. 36 AM session:
  • The Board approved an agreement with the State of California Office of Traffic Safety that awarded the Kern County District Attorney’s Office with $863,400 in funding for the Alcohol and Drug Impaired Driver Vertical Prosecution Program through September of 2025.
  • Item No. 43 AM session:
  • The Board approved an agreement with Valley Regional Counties for Disaster CalFresh Program Mutual Aid Plan to provide uninterrupted CalFresh program services for the county when experiencing a disaster event through October of 2025.
  • Item No. 44 AM session:
  • The Board approved an agreement with Greater Bakersfield Legal Assistance Inc. for the provision of Housing and Disability Advocacy Program services through June of 2025.
  • This program helps to secure permanent housing primarily for local people experiencing homelessness and who are disabled.
  • Item No. 47 AM session:
  • The Board approved the temporary closure of the Rosamond Branch Library facility from Thursday, November 28, 2024, through Monday, June 2, 2025, for life-safety and critical maintenance improvements.
  • Item No. 48 AM session:
  • The Board approved the temporary closure of the Taft Branch Library facility from Tuesday, November 12, 2024, through Monday, June 2, 2025, for life-safety and critical maintenance improvements.
  • Item No. 59 Closed Session:
  • The Board voted unanimously (4-0) to appoint Toni Kendrick as Kern County’s next Director of Child Support Services, effective November 2, 2024.
  • Items No. 8 – 12 PM session:
  • The Board held a series of protest hearings for cost incurred for various nuisance abatement work throughout unincorporated Kern County.
  • This effort supports the enhancement of quality-of-life for Kern County residents.
  • Item No. 22 PM session:
  • The Board approved an agreement with Kern Community College District dba Bakersfield College Foundation to support the Welding Work Experience course in the Industrial Technology Department through October of 2029.
  • Item No. 35 PM session:
  • The Board approved the addition of Administrative Bulletin Number 22 to establish a standardized process for public records requests.
  • Item No. 40 PM session:
  • The Board approved an agreement with San Joaquin Community Hospital dba Adventist Health Bakersfield, Adventist Health Medical Center Tehachapi dba Adventist Health Tehachapi Valley, and Adventist Health for participation in the Kern County Fentanyl Misuse and Overdose Prevention Task Force and for substance use disorder emergency department navigations for a one-year term ending no later than December 31, 2025.
  • Item No. 41 PM session:
  • The Board voted to contribute $5,000 to Casa Esperanza Transitional Home for Women, and $1,000 to Bear Mountain Recreation.
  • Item No. 42 PM session:
  • The Board voted to contribute $1,000 to Kern County Honor Flight, $1,000 to The Open Door Network, $500 to Bakersfield Pregnancy Center, and $1,000 to Kern County Firefighters Muster Association Inc.
  • Item No. 43 PM session:
  • The Board voted to contribute $250 to the Air Force Association, and $1,000 to the Tehachapi Arts Foundation.
  • Item No. 44 PM session:
  • The Board approved plans, specifications, and notice to contractors for the Hart Memorial Park Adventure Play Area.

  • The Board voted to identify a low, responsive, and responsible bid and approved a contract with Vortex Construction for Sam Lynn Ballpark improvements.

 The next Regular Board Meetings are scheduled for November 5, 2024 at 9 a.m. and 2 p.m.
